Informed choices of the consumers add to being more environmentally sustainable; various paint products differ by their impact on the indoor air quality as well as environmental impact of the materials used in the manufacture of these products. What is the situation in the public sector? Can we be assured to have good air quality in the public buildings? It was found that 28% of the total public procurement was in the construction sector in 2015 but the requirements of the Green Public Procurement were applied only in 8% of cases.
Green Public Procurement has been created to promote the consumption of products with lower environmental impact throughout their life cycle. It is essential that currently the document is of recommendatory nature only for the use of paints. Mandatory requirements are included for some of the product groups, such as office paper, food and catering services and indoor lighting.
The team of LIFE-ALFIO held the first steering committee meeting with representatives from various sectors who were invited to open the discussion on the need for additional criteria to the requirements of the Green Public Procurement on sustainable use of paints and to their procedures of application. Among the experts were representatives from the regulatory authorities in the field of chemicals, research, paint and construction industries as well as national and local government. International experience on the sustainable development was presented by Christina Jönsson from the RISE Research Institutes of Sweden highlighting the need for more ambitious criteria for the use of materials. Inese Pelša, Senior Expert of the Strategy and Sustainable Development Division of the Ministry of Environmental Protection and Regional Development made the presentation on the Green Public Procurement in Latvia: practices, trends, implementation and challenges. On May 13 the expert group will have a workshop to develop the guidelines on the criteria of Green Public Procurement and their application to the paint products. As several aspects related to the promotion of sustainability in the paint use are already identified, the experts will collaborate on considering possible improvements taking into account the current level of market acceptance, challenges of the procurement process, environmental and health aspects in the paint production and application. They will also assess the need for additional criteria.

Katra patērētāja apzinātās izvēles ir pienesums ilgtspējīgākai videi - gan ietekme uz iekštelpu gaisa kvalitāti, tāpat arī ražošanā izmantoto materiālu ietekme uz vidi atšķir dažādus krāsu produktus. Kāda ir situācija publiskajā sektorā? Vai atrodoties publiskās telpās varam būt droši par gaisa kvalitāti? Izpētīts, ka, piemēram, 2015.gadā būvniecības nozare sastādīja 28% no visu publisko iepirkumu apjoma, tomēr tikai 8% gadījumu tika piemēroti zaļā publiskā iepirkuma kritēriji.
Zaļais publiskais iepirkums ir izveidots, lai sekmētu tādu produktu patēriņu, kas rada mazāku ietekmi uz vidi visā produkta dzīves ciklā. Būtiski, ka šobrīd attiecībā uz krāsu izmantojumu tas ir tikai rekomendējošs dokuments, iekļaujot obligātas prasības un kritērijus dažām produktu grupām, piemēram, biroja papīram, pārtikai un ēdināšanas pakalpojumiem un iekštelpu apgaismojumam.
Aprīļa nogalē LIFE-ALFIO komanda aizvadīja pirmo vadības komisijas tikšanos ar pieaicinātiem dažādu nozaru pārstāvjiem, lai atklātu diskusiju par ilgtspējīga krāsu lietojuma kritēriju papildinājumu zaļā publiskā iepirkuma (Green Public Procurement) prasībām un to piemērošanas kārtībai. Pieaicināto ekspertu vidū pārstāvēta pētniecība un ķīmiskas vielas regulējošas iestādes, krāsu industrija, būvniecības nozare un pārvaldība valsts un pašvaldības līmenī. Starptautisku ilgtspējīgas attīstības pieredzi sniedza Christina Jönsson no Research Institutes of Sweden (RISE), aktualizējot nepieciešamību ambiciozākiem kritērijiem materiālu lietojumam. Inese Pelša, VARAM Stratēģijas un ilgtspējīgas attīstības nodaļas vecākā eksperte, iepazīstināja ar Latvijā esošo zaļā publiskā iepirkuma praksi un tendencēm, tā ieviešanu un izaicinājumiem. Jau 13. maijā sekos ekspertu grupas koprade (workshop), lai izstrādātu ieteikumus (guidelines) zaļā publiskā iepirkuma kritēriju un piemērošanas rekomendācijām krāsu produktu lietojumam. Identificēti vairāki aspekti krāsu lietojuma ilgtspējas veicināšanai, tāpēc eksperti darbosies kopā, lai apsvērtu iespējamos uzlabojumus, ņemot vērā tirgus gatavību, iepirkuma procesa izaicinājumus, vides un veselības aspektus krāsu produktu ražošanā un lietojumā, kā arī tiks izsvērta iespējama papildus kritēriju ieviešana.
